Counterintelligence Defined: In addition to collecting and processing intelligence about our enemies and
reporting to our consumers, the Intelligence Community is also faced with the
problem of identifying, understanding, prioritizing and counteracting the intelligence
threats (from foreign powers) that are faced by the United States. This
activity is known as counterintelligence. Counterintelligence involves more than
simply the catching of spies (counterespionage). It is, in fact, concerned
with understanding, and possibly neutralizing, all aspects of the intelligence
operations of foreign nations. As defined in Executive Order 12333, counterintelligence includes both "information
gathered" and "activities conducted" in order to "to protect against espionage,
other intelligence activities, sabotage or assassination conducted on behalf
of foreign powers, organizations, or persons, or international terrorist activities
but not including personnel, physical documents or communications security."

DoD Counterintelligence: (CI) is a discipline that is separate and distinct from foreign intelligence and
supports military commanders, operational planners, and the traditional intelligence
disciplines. CI supports military operations and planning during peacetime
operations and at all levels of operations other than war and war. The
type and methods of CI support differ at various organizational levels within
the Department of Defense (DOD). CI develops information on the threat posed to
plans, strategies, resources, programs, operations, and systems by foreign intelligence
services and intelligence collection by foreign groups, including terrorists
and drug traffickers. CI is responsible for the identification, neutralization,
and/or exploitation of this threat. CI also determines the ability and
willingness of host-nation forces to protect DOD resources and personnel. CI consists
of four functions: operations, investigations, collection, and analysis/production.
As such, CI plays a significant force protection role as well
as conducting functions complementing intelligence such as analysis and collection. |

National Level CI: To give you a taste of the kinds of things the national level CI organizations
do, I've selected excerpts from a previously classified document from 1986. It pertains to offensive counterintelligence
operations (Case F-1995-00371): 1. "While hostile intelligence services (HOIS) constitute a formidable threat against which one must defend, they also are targets susceptible to exploitation in furtherance of U.S. national security policies. And, again, assets within the enemy camp are of extraordinary importance to the conduct of this category of counterintelligence operations." 2. "The recruitment and secure handling of penetration agents in the KGB, GRU, Soviet Bloc, PRC, and Cuban intelligence and security services, have been accorded highest priority in the national counterintelligence program. Additionally, capitalizing on advances in the state-of-the-art, the mounting and exploitation of technical penetration operations against the Soviet, Chinese, Soviet Bloc, Cuban, Indo-Chinese, and North Korean intelligence and security services, are receiving comparable emphasis. These priorities will pertain for the forseeable future." GottiFBI Note: 17 years later, the Chinese, Cubans, and North Koreans are still hot topics. Just read the paper. 3. "The general purpose of offensive operations is to exploit, confuse, and discredit the intelligence services of foreign powers, particularly Soviets and their close associates in Eastern Europe and Cuba, by the application of counterintelligence and covert action techniques. Degradation of the capabilities of the KGB and cooperating services facilitates the accomplishments of U.S. foreign policy. This is achieved by exposing hostile and deceptive activities of the several HOIS to foreign governments and publics; by assisting foreign governments in discovering specific hostile intelligence activity, and neutralizing that activity through arrests, expulsions, etc." 4. "Aside from being valuable sources of information, hostile intelligence officers who defect cause significant disruption of their parent services. Thus, when recruitments-in-place cannot be achieved, inducement of defection is a viable alternative. The decision of a potential defector is significantly influenced by what he knows--or can be convinced to accept--about the post-defection environment and his opportunities for a satisfying lifestyle." GottiFBI Note: One wonders what Ames, Montes, Hanssen, Pollard, Walker, etc., thought 5. "....The dissemination of the information collected, combined with defensive surveys and awareness training, constitutes the CI contribution to the hardening of US targets. Since there is no prospect for abatement of State-supported terrorism, counterintelligence components must continue to pursue these activities with vigor." GottiFBI Note: How applicable is this? The Intelligence Community: Several Department of Defense and National level agencies combined their efforts
into what is known as the Intelligence Community. Most of these agencies
have a counterintelligence mission associated with them. As you can see below,
the various missions of the IC, as it is commonly known, have heavy counterintelligence
implications. They are the 14 organizations charged with protecting
our country from the nefarious groups and entities who wish us harm,
via physical and other means. There are, of course, others, but these guys

According to Executive Order 12333, the IC is charged with obtaining "timely and accurate information about the activities, capabilities, plans, and intentions of foreign powers, organizations, and persons and their agents, is essential to the national security of the United States. All reasonable and lawful means must be used to ensure that the United States will receive the best intelligence available." Other activities include: 1. Collection of information needed by the President, the National Security Council, the Secretaries of State and Defense, and other Executive Branch officials for the performance of their duties and responsibilities; 2. Production and dissemination of intelligence; 3. Collection of information concerning, and the conduct of activities to protect against, intelligence activities directed against the US, international terrorist and international narcotics activities, and other hostile activities directed against the US by foreign powers, organizations, persons, and their agents; 4. Special activities; 5. Administrative and support activities within the US and abroad necessary for the performance of authorized activities; and 6. Such other intelligence activities as the President may direct from time to time. |
